If an applicant is participating in the First Iteration, they can simply wait until the First Iteration is over before they are able to participate to the Second Iteration.
If the applicant did not submit a rank order list, they will simply be considered unmatched on match day when the results are published. Only at that time will the applicant be able to participate to the Second Iteration as well as know what programs have unfilled positions.
Therefore, there is nothing to do during this time.
