Can I apply to a program where I don't meet the BPAS requirements?

There will be no restrictions for applicants when applying to programs where they do not meet the BPAS requirements. However, if an applicant does not meet the requirements, they will more than likely be filtered out by the program and not considered for an interview/ranking.
