I have multiple program streams, what happens if I invite one applicant to one site and not the other?

Programs often evaluate applicants by site, and not as a whole program. The end goal is that all applicants are assigned an interview status prior to the interview period. There are no issues with an applicant being invited to one site and not another within the same program.
