Whether your interview offer status is selected for an interview, not selected or hasn't been updated, you'll be able to include them as part of your rank order list. The interview offer status does not affect your ability to rank a program.
The system is designed to allow the ranking of any program where an application was submitted. Best practice is to rank according to your preferences and not based on what interviews you did. Applicants can (and are encouraged to) submit a rank order list, even if they were not contacted for any interviews.
