The Government of Quebec defines two main streams (contingents) for admission to postgraduate medical education. The two streams are the regular stream and the particular stream.
The regular stream is reserved for:

Canadian citizens, permanent residents of Canada, or medical students graduating from Quebec medical schools, holding a visa; *

Graduates who has obtained, or is in the process of obtaining, a medical degree by July 1 of the match year from an institution that is accredited by the Liaison Committee on Medical Education/Committee on Accreditation of Canadian Medical Schools (LCME/CACMS)

in Canada (CMGs – Canadian Medical Graduates),
-
in the United States (USMGs – United States Medical Graduates),
-
or outside Canada and the United States (IMGs – International Medical Graduates) who have completed the recognition of the equivalence of an M.D. degree with the Collège des Médecins du Québec (CMQ).

And:

Who have never undertaken residency training in Canada or the United States (including fellowships).
