Yes, you can complete the unranked applicant forms before you submit your ROL. All applicants that remain unranked will appear in your list on the “Unranked Applicant Forms” page.

If your program proceeds to rank an applicant after you’ve completed the unranked applicant form, deleting the form will also remove the applicant from the list.
