Will the program(s) get a notification if a document is assigned after File Review?

If applicants assign documents to programs any time after File Review, the programs don't get a notification.

There is only a report they can download throughout the match which would show that an applicant has updated a document, but there would be nothing to let the program know to go and download the report.
